How do I know if I have bedbugs?

I might not want to know the answer to this, but I live in NYC (not a good start I know) and woke up the other day with mosquito bite like welts on my upper inner thigh and shoulder, though it could have been during the day I do not believe they were there then. I already have my spring and mattress encased in plastic, and have looked and looked and found no bugs or casings, even flipping over the mattress, etc. And no “rust” spots, but I have found little black pepper like dots, but as I was recently cleaning and had stuff on the bed, I have found other various “crumbs” too, so they could be from that (wishful thinking probably). Any ideas?

its difficult to tell but due to the sighting of the welts its a possibility. Bed bugs don’t just live on beds so encasing the bed wont really help preventing a new infestation.

Have you been anywhere that has a known bb problem recently? ask the neighbours if the have had any problems as bedbugs can and do travel between apartments.
