What is this new popular phrase, "Rust Belt White Trash" supposed to mean?

I am familliar with the term white trash and what that includes, but is what particular the urban poor whites in the industrial region of the United States must have a special note of this phrase applies to them. I've been in Buffalo, Detroit, Cleveland and Pittsburgh, and yes, there are a lot of ignorant poor white population, but they really need a special phrase?

I've never head the phrase (I'm from Buffalo, NY), but I certainly hope not become popular. Just what we need, another way of putting someone in the hope make them feel small. I guess the phrase is used to differentiate the urban poor of the rural poor
